The Bidding Phase marks the transition from design completion to construction procurement. It follows the Construction Documents Phase, in which all design disciplines—architectural, structural, mechanical, and electrical—finalized coordinated drawings, technical specifications, and detailed Bill of Quantities (BOQs). The primary objective of the bidding phase is to enable qualified contractors to accurately price, assess, and commit to the project based on fully developed documentation.
General tasks across all disciplines include organizing and verifying the completeness of tender packages, responding to bidder inquiries, issuing clarifications or addenda, and supporting the client or project manager during tender evaluations. Coordination tasks involve resolving discrepancies between design documents, aligning BOQ quantities with drawings and specifications, and ensuring that scope boundaries between disciplines are clearly defined and contractually enforceable.
Deliverables of this phase include the issued-for-tender (IFT) drawings, final specifications, BOQs, tender clarifications log, addenda (if any), and support documentation for technical evaluation. Design teams may also assist in evaluating contractor proposals, reviewing method statements, and validating alternative proposals if permitted.
This phase directly supports the commencement of the Project Construction Phase by ensuring that contractors have a clear, complete, and coordinated basis for pricing and execution—minimizing risks, ambiguities, and variations during construction.
