2.1.4 Project Cost Management

In design consultancy projects where the deliverable is the complete design of building systems—architectural, structural, mechanical, and electrical—the consultant must carefully manage the internal cost of providing these services. This involves planning, monitoring, and controlling the resources required to execute the design scope within budgeted limits, while maintaining quality, compliance, and coordination.

Cost components include direct design labor (hours spent by architects and engineers), management overhead, interdisciplinary coordination time, software and modeling resources (e.g., CAD/BIM), and outsourced specialist services such as fire safety, façade engineering, or energy modeling. Consultants apply project cost management practices as outlined in the PMBOK® Guide, including cost estimation, budgeting, and cost control, to ensure profitability and efficient resource utilization.

Effective cost management begins with a detailed design work breakdown structure (WBS), allowing effort and cost to be allocated to each design discipline and phase. Time-charging systems, progress tracking, and milestone-based invoicing are used to monitor performance. Design rework, scope changes, and delays are managed through change control processes to avoid unplanned cost overruns.

The goal is to deliver coordinated, code-compliant design packages while maintaining profitability and resource efficiency—ensuring that the cost of producing the design remains aligned with contractual commitments and organizational targets.
